It is not necessary to label a container if you are putting a chemical in the container just for immediate use, and you intend to empty and clean the container after use. In all other cases,  a label must be created. If a label is damaged or the plan is to leave the chemical in the smaller container, a label must be created, even when hazardous information is on the label of the manufacturer’s original container.
